More than a million veteran teachers are nearing retirement. America will
need two million new teachers in the next decade, and experts predict that
half the teachers who will be in public school classrooms 10 years from now
have not yet been hired.
Bad schools… - urban public schools - Back to School: Dumb and Dumber -

conditions in urban public schools are bad. In fact, they're much worse than
you think. Most people do not believe me when I tell them that I attended a
school assembly where a riot took place -- and the riot was started by the
teachers. Most people do not believe me when I tell them that the schools
refuse to allow students to use their books as a study aid before exams.
Most people do not believe me when I say that convicted drug dealers are
employed as public-school teachers -- while serving time in prison.

Terence P: If there is one thing the Department of Education does well, it
is collect statistics about schools. According to its National Center for
Education Statistics. Americans in recent decades paid for a massive
increase in spending on government schools. Between the 1970 and 2002 school
years, average per pupil spending in public elementary and secondary schools
rose 111%, from $4,170 (in constant 2001-2002 dollars) to $8,802. From just
1990 to 2003, average per pupil spending increased 25%, from $7,692 {in
constant 2003-2004 dollars) to $9,644. This big run-up in spending did not
cause a big run-up in student performance. Since the early 199Os, NCES has
periodically administered National Assessment of Educational Progress (NAEP)
tests to a national sampling of elementary school students. The tests are
graded on a scale of zero to 500, and students are anonymously assigned an
achievement level of "below basic," "basic." "proficient" or "advanced."
"Basic" means the student had only a "partial mastery" of the subject
appropriate for the grade level.
Overcrowding in
Urban Schools. ERIC/CUE Digest Number 107: In January 1995, the
Citizens' Commission on Planning for Enrollment Growth submitted a report,
"Bursting at the Seams," to the Chancellor of the New York City Board of
Education, Ramon C. Cortines. In its report, the Commission, comprised of
educators and policy-makers specifically convened by the Chancellor to study
the rapid and ongoing growth of student enrollment, outlined a series of
proposals to offset the resultant serious overcrowding in New York City
schools. Because of a dramatic increase in {illegal} immigration, the New
York City schools are perhaps the hardest hit by overcrowding among urban
schools in the United States; the city as a whole faces a projected
enrollment of well over one million students by the year 2002. Still, the
conditions that led to the formation of the Citizens' Commission are not
unique to New York; particularly in the inner-cities, where space for new
construction is at a premium and where, in any case, funding for such
construction is improbable, many school systems simply do not have the room
to grow in order to accommodate increasing numbers of students. As a result,
students elsewhere, like their counterparts in New York, find themselves
trying to learn while jammed into spaces never intended as classrooms, such
as libraries, gymnasiums, laboratories, lunchrooms, and even closets.
School Overcrowding:
The (Unspoken) Immigration Dimension By Linda Thom: Recently, the Census
Bureau released its
annual
report on school enrollment. The news release entitled
"Children of ‘Baby Boomers' and Immigrants Boost School Enrollment to Equal
All-Time High, Census Bureau Reports," finally suggests that immigration
is part of the cause of school overcrowding. In prior year reports, the
Census Bureau as well as the Department of Education blamed the nation's
overcrowded classrooms entirely on baby boomers' children so some progress
is being made. Unfortunately, the Census Bureau still does not have it
right. Baby boomers' children did not boost school enrollment; only
immigrants' children boosted enrollment.
