US Customs Implementing New Maritime
Anti-Terrorism Regulation The
Advance Manifest Regulation, or so-called "24-hour rule," will require that
shippers and ocean carriers provide U.S. Customs with manifest information
for oceangoing containerized cargo 24 hours in advance of "lading," that is
24 hours before it is loaded on board a vessel for shipment to the United
States.
HSPD-2: Combating Terrorism Through
Immigration Policies The United
States has a long and valued tradition of welcoming immigrants and visitors.
But the attacks of September 11, 2001, showed that some come to the United
States to commit terrorist acts, to raise funds for illegal terrorist
activities, or to provide other support for terrorist operations, here and
abroad. It is the policy of the United States to work aggressively to
prevent aliens who engage in or support terrorist activity from entering the
United States and to detain, prosecute, or deport any such aliens who are
within the United States.
US Customs Overhauling Trade under Terrorist Threat The U.S.
Customs and Border Protection (CBP) is radically changing ways international
trade is executed and scrutinized in the face of terrorist threat, the head
of the agency says. In September 9 testimony before the Senate Commerce,
Science and Transportation Committee, Robert Bonner, commissioner of the CBP
in the Department of Homeland Security, cited "beyond the border," also
called "extended border," initiatives as a concept driving many of his
agency's efforts. These efforts aim to push the U.S. zone of security
outward by making its borders the last, not the first, line of defense
against terrorism, he said.
US Customs Bureau Enlists Dogs in War on
Terror The U.S. Customs and
Border Protection Bureau recently deployed specially trained dogs to borders
and ports to sniff out smuggled chemical weapons. And a new surveillance
system, being developed by the School of Veterinary Medicine at Purdue
University in Indiana, will scan veterinary records for outbreaks of
illnesses caused by biological agents or chemicals. Animals could be the
first to show signs of a covert chemical attack, possibly alerting health
officials days before infection is discovered in humans.
Immediately following September
11, 2001, U.S. Customs number one priority shifted from the "War on Drugs"
to fighting terrorism. Below are programs Customs has initiated.
U.S. Customs Container Security Initiative (CSI)
CSI is a program intended to help increase security
for containerized cargo shipped to the United States from around the world.
The latest port to join CSI and become operational is the port of Lisbon,
Portugal. Additional CSI team deployments are also expected soon at numerous
other ports around the world.
U.S. Customs-Trade Partnership Against Terrorism (CTPAT)
In order to develop,
enhance, and maintain effective security processes throughout the global
supply chain, U.S. Customs and Border Protection (CBP) continues to accept
applications in various international supply chain categories.
Sea Cargo Targeting "The aim of this new initiative is to
improve the way we address high-risk cargo," said Customs Commissioner
Robert Bonner. "The challenge we face is constantly changing and our
policies will evolve accordingly. This initiative will better protect
Americans and seaports, and it will introduce greater uniformity,
predictability and efficiency to global commerce."

Using New Anti-Terror Technology
Despite new technology, Border Patrol
overwhelmed More than three years
after the terrorist attacks in 2001, the 11,000 men and women who serve as
the border's front-line defense are overwhelmed. Despite an influx of new
technology, such as underground sensors and cameras that pan the desert,
agents catch only about one-third of the estimated 3 million people who
cross the border illegally every year.
Investigators: Terrorist Alley
We've all heard of the U.S. government's Terror Watch List: countries
flagged because Americans are endangered by their citizens, yet regularly,
illegals from those countries are crossing the Arizona border, blending in
with groups of Mexican and South American illegal immigrants.

Border The approach to U.S.
security on the Canadian border has changed significantly in an age of
concern over terrorist threats. The increased vigilance is supported by new
technology at major crossing points. But protecting a border thousands of
miles long remains problematic.
Violence against border agents at record pace Assaults against
U.S. Border Patrol agents along a 260-mile stretch of the Arizona/Mexico
border known as the Tucson sector, a desolate expanse of territory that is
the nation’s major artery for illegal immigration, are on a record clip. In
the first eight months of fiscal year 2005 there have been 163 recorded acts
of violence against border agents compared with 118 for all of fiscal year
2004, according to the U.S. Border Patrol.
Survey Finds Border Agents Critical of Training, Resources ... A
dispute has broken out between the Department of Homeland Security and
unions representing Border Patrol workers and immigration officers after the
publication of a survey that found that most employees believe they have not
been given sufficient resources, training and support to fight terrorism.
